Procurement Service Provider
(PSP)
The PSP is a three-year Technical
Assistance (TA) Project, funded by the Royal Netherlands Embassy
(New Delhi), with the aim to extend assistance in the human resource
procurement aspects of the MGP
of Government of Kerala (GoK). The PSP office is located in
the capital city of Thiruvananthapuram, Kerala. The PSP, therefore
is mandated to carry out the following activities:
- Developing appropriate and transparent procurement systems
and procedures.
- Assisting the MGP Secretariat in planning TA inputs for MGP
on an annual and quarterly basis.
- Based on the approved work plan, identify qualified domestic
and international experts and institutions in various fields
of specialization, shortlist and propose to the MGP Secretariat
for final selection. Experts may be hired on an individual basis
or through institutions or firms. In most cases, the assignments
will be small and direct contracting will therefore be permitted.
In case the contract value is above the threshold limit laid
down in the Government of Netherlands (GoN), the TA services
will be tendered. However, transparency in the selection process
would prove to be most critical in both cases.
- Post-selection, the PSP will issue contracts to the selected
TA service providers and field them after proper briefing. As
a result, the PSP becomes the contracting party. Post-fielding,
the onus of monitoring the outputs of the TA service providers
lies with the Initiative Owners (i.e. the departments in which
the initiative is being implemented).
- Accounting, financial reporting, and progress reporting on
the TA services procured the PSP as well as the operation and
management aspects of the PSP itself.
